Are local business ads always shown on the search network, even if you hae opted out of the search network? I am sure that I have been getting some odd high click levels from an ad showing on google maps.

If you have opted out of the search network, then you will not see any clicks on any ad from any site other than Google.com, excluding your content opt in preferences, of course.

Maps is part of Google.com for your distribution preferences, so the local business ad could potentially be appearing on normal Google.com SERPs without the LBA specific features.
