CPM Minimum on Site-Targeted Ads

A certain site has a minimum CPM of $0.30 when you try to run a site-targetted campaign on it. My question is: who sets those minimum CPMs and do they vary from site to site?

is AdWords not allowing you to enter the site with a $0.25 bid?
Or are you saying you're not showing up with a $0.25 bid?

Just think how cheap that is.
$0.30 per 1,000 pageviews. Just take an average CTR of 2% for your add (20 clicks per 1,000 PV) and you come up with a cost of $ 0.015 per click.
I tried this once and found that my ad (which usually gets a good CTR) was not shown very often. Raising the CPM to $ 1.00 in this specific case resulted in my ad shown much more and also generated about the known CTR. The CPM paid was about $ 0.75 which was reasonable when calculated into $/clicks.

Take a few dollars and experiment with different CPM amounts, but don't forget to limit your daily budget.

Man, that $0.30 ain't cheap at all. Why? Cause the ads on that site get 0.02% CTR. We're talking content network, not search.

I believe the price is set by Google, but I'm not sure; I haven't done a site targeted campaign in at least a year.

I know!
If you have a good ad it can work out. It depends a lot on the site you are targeting.
If you are not happy with the quality of the traffic you receive, just disable content.

Hmmmm. At what point to you see this, bigdealioo, and what happens?

This is not something that I've heard of before. Does the UI simply not allow you to move forward, or do you see a message of some sort?

And just to be really clear, when you say "It's not allowing me..." what is the 'it' to which you are referring?

If you are truly not being 'allowed' to enter a bid of less than $0.30, I think I'd contact AdWords support and ask that the tech folks take a look. Feel free to tell them that AdWordsAdvisor sent you. ;)

(I'm assuming, BTW, that you don't simply mean that you're getting no impressions on a CPM bid of less than $0.30.)
