Why do they remain inactive?

Some keywords remain inactive

I have a couple of keywords, which aren't turning active. Google says I need to raise the bid to 0.15 or raise quality. The quality is ok and I'm bidding 0.15. Yet they remain inactive. I don't want to raise to over 0.15, it's costing me enough as is.
Any insight?

Trust me.. this whole quality score thing is very fishy... Just a G method of using you to make more money.
To date, G has NEVER been able to give the EXACT numeric weightages of all parameters (bid, adtext, keyword, landing page, account history, domain etc) which they claim affects Quality score. They have a meaningless "qualitative" system which says quality is "good" bad" etc. This is useless data for us.

The range of CPC from a good quality to bad quality can range to even 1000%..which is ridiculous. Globally this is billions of dollars of pure fraud.
G is one big class action suit away from disaster.
