Content Network Quality Score? And Search Network Minimum Bids?

Are ads that have high CTR on the Content Network rewarded with higher positioning with lower min bids?

Also, on the Search Network. Is it possible to pay low bids (0.01 to 0.50) for competitive verticals (ringtones, finance, etc) if you are able to create a high-CTR ad for the respective vertical? Some people have told me yes. Then if that is true, doesn't that mean to get the high-CTR you would have to pay A LOT per click in the beginning (how can you build CTR when you are paying $0.01 and in position 34.6, you know what I mean?)

And if that is all true, how do you know you came to the spot where Google loves your ad and you can lower your maximum bid without losing position?

In my experience this not only depends on your CPC, but also on the quality of your landing page. This appears to influence my position in the ads...
