No Impressions - But Clicks

New Placement Report Reveals Charged For Clicks Without Impressions

Morning every one,
just tried out the new placement report in adwords and found that for some of my ads no impressions got reported, but a click was charged for them. Timeframe for the report was current month.
Is this 'normal' and what could be the reason for that?
