My thinking is that someone types in "widgets" from LA, I could have two ads show up, albeit from different accounts, both driving traffic to the same root domain - example.com and example.com/LA.
Could this be a problem? Am I thinking about this right? How do I avoid this?
Any advice is appreciated.

If you're sending traffic to two different domains, Google will definitely have an issue with that. But if the two ads point to the same domain and only one of the ads is shown, then perhaps Google will not complain about it. Try asking them.
Are Widgets.com and example.com/LA considered the same domain given different pages and slightly different content?

But the answer to your second question is yes, they would be considered the same domain because of the common domain in the URL. There's more info on that here [adwords.google.com].
But if it is in the same account say widgets@gmail.com
Than it will show just one ad but yes for one campaign of LA or All countries... you will be paying more..
As it will be duplication of keywords which will result in inter competition among your own campaigns.
