Geo-Targeting - Too Specific?

Hi, I am in the process of creating a geo targeted campaign in google adwords. Let's say the site is focused on health insurance. For every state I want to go after topics such as elderly health insurance, child health insurance, female health insurance... (I have about 25 different topics)

Do you suggest I open two adwords accounts and create a campaign for every state along with an ad group in every state for the different topics?

I know this would take forever to set up but would this make the campaign way too big to manage effectively? Any and all help is greatly appreciated.

I see no reason for separate campaigns by state. Perhaps by Southeast States, Northeast States, Central States, Gulf Coast States, Midwest States, Mountain States, Northwest States, Southwest States. 6-8 states per campaign with your 27 topics (ad groups) for each state should be manageable, and the campaign stats by region could be useful as well. If your client/company marketing folks have sales region setups with internal reports by sales region, you would probably want to sync up your campaign structure to match Marketing's regional management structure. How you name the ad groups within a campaign, with state being the first word, or product line keyword being the first word, would determine how they are sequenced when sorting by ad group name, so think about that.

You have an option of 15 campaigns
and 50,000 keywords altogether for one account.
Targetting different states won't need to be differentiated by accounts but just changing the campaigns will help.

If you want to be taht specific it's good but..... all I can say is... if it is urs than believe me it's a one time effort.... anyway u can download ur campaigns as it is... and change the fields which needs to be changed for different regions.
