Adword through a third party

Does Google employs the service of a third party to canvas for client for Adword?

I was approached by a third party asking me to advertise on Google.

Done a thorough search on the sender's domain but got nothing more that a coming up soon page.

Any advise to share?

Problem is that it is not a spam mail but a call from a local number. Tracing the domain, shows the owner to be a hosting company in the US.

Strange.

Some companies do cold calling, direct emails, etc to get people to advertise with them, and throwing Google's name around makes it sound like they know what they're doing.
