Do all keywords need to be above .5% to stay active or does it depend on the keywords?
Where as one sector might need 2% to stay active because that is the trend for the keyword and another may only need .4%. Is it dynamic like this or a strict .5%?

It is .5% min CTR on the Google network and only is somewhat position dependent. With a low position 4-8 .4% may be enough. Make sure you have CTR's of 1% and up as you are paying way to much when the CTR is low.
