For this type of site I'm offering free advice and hoping they click on my AdSense ads. My previous adwords for the $4 range keywords get about 1.5-3% CTR which I think is pretty decent.
For these new keywords I'm looking to keep it above .8% or so but am falling short around .3-.5%. Can anyone give me some tips that might help raise my CTR besides clicking my owns ads and bidding higher? Are there any online sites that offer good advice?

Look closer at the keywords you're using - are you sure that you have all possibilities? If not, use the keyword generator to help identify more. Experiment, experiment, experiment.
Additionally I'd try using dynamic keyword insertion if you're not doing so already - again, if done properly, this creates greater relevancy for those seeing your ads. The greater the relevancy, the greater the liklihood of people clicking on your ads.
Just recently started using dynamic kw's myself and the imrovement in ctr, after a bit of trial and error has been exceptional! Dynamic campaigns for one site has helped contribute to a ten-fold increase in click-thru volume.
As for increasing bids, well, I'm paying nothing more than the min across all campaigns. In most cases I'm in the top three slots. However, in other cases I'm lagging in seventh or eight position yet the ctr's are still good - it's all down to relevancy. Additionally it goes to prove that you don't necessarily need whopping big budgets to get great results

Do all ads have to be over .5% so they don't get disabled or is it different depending on the sector because of trends in the CTR for those keywords?
Maybe .4% is good for my sector?
