Does the Site Exclusion tool impact theming?

As we all know: For the content network, Google determines a theme for an adgroup, and then shows your ad on websites with similar themes.

My question:
Can the "Site Exclusion" tool have any impact on the themes of the adgroups in a campaign?

I wouldnt have thought this hsould have any effect on the themeing as all the site exclusion tool does is allows you to prevent your ads appearing on certain sites.

As per my knowledge too, sites that you exclude will not have an impact on your themes for other content sites. Though negative keywords do have an impact on what sites are selected by google.
