How can junk sites afford it?

I'm sure everyone has seen those junk ads for top 8, top 5 etc sites. They are just pages with a list of links, most of them affiliate and adsense ads.
How can they afford to be all over the net? Wasn't the new algo meant to get rid of these type of sites?

they buy for let's say 0,25 cent the keyword widget extra plus 2000. and let them land on a page that is filled with adense and the page only tries to target genereal keywords like widget. 50% clickthroughs and up on the landingpage and per click they need to earn more then 0,50 cent beacuse half of the vistors will not click and the invested 0,25 cent per visitor.

Since ther is more competition for the keyword widget then for widget extra plus 2000. The bids are higher and so is the payout per click with adsense.

They have discovered the best way to increase CTR.

Replace all content with ads.

Yes, I know that, but wasn't the new quality score meant to get rid of this junk? They are popping up like mushrooms.

Google will never catch them all. As soon as they wipe out a couple million crappy pages like that, another 2 million pop up overnight.

There is software out there made to do just this. There are guys that make their living doing this crap.

Google thinks they can write a script that will catch these things, but they'll never get them all.

I don't think it's all that bad.
A positive way of looking to it:
People only have to click twice to find what they are looking for. Business who can afford to pay are likely to have a better business model and more appealing info and products

And don't forget Google not only gets paid a low cpc for an obscure word but also a high cpc for an general keyword
