Do I create two ads with a different URL for each landing page?
OR do my keyword assigned URL take precedence (in this case, limiting me to 1 landing page per keyword).
What takes precedence, the creative ad URL or the keyword URL?
Or maybe I should just ask….what’s the best way to split test 2 landing pages?

I would make two similar Ads with different URL's. Let them show equally throughout the day. But if every keyword had a different landingpage, that will be harder (you can delete those, if it doesn't matter).
Otherwise, you might want to make a new adgroup with one of your best performing keywords, and only do the test on that one...
