Looking up a domain to see if they advertise in Adwords

Forgive me if this is a basic question, but does anyone know if a tool exists that tells you if a domain is using Adwords (regardless of what keywords they are buying)?

I doubt such a tool exists. Take the following keyword:
"Apsa Doopsa Baloopsa Kadoopsa"
How would any thid party app know that anyone is bidding on such a keyword? Only Google would know this sort of thing, and I doubt they are interested in telling.
