AdWords Showing In Wrong Country

How does Google determine location?

One of my main products is only available in the UK, so obviously I only want UK customers clicking my adverts and have set my AdWords account to only show in the UK. Many of my signups that have come directly from Adwords keywords have foreign IPs and also foreign home addresses. How does Google target areas/countries? As I'm wasting about 40-50% of my AdWords spend on futile clicks from Pakistan ans Trinidad and Tobago, etc.

I always thought they did it based on the IP address, but if your story is correct, than I suspect they're just assuming that anyone using google.co.uk instead of google.com or google.whatever is from the UK.
Don't get me wrong, it's just a hunch, based on your story.
