Does Keyword Insertion Tool making the keywords Exact match

Adwords increased relevance program...

hi,
i'm using the keyword insertion tool.
{keyword: backup}

one of the keywords i have is "buy widget" , when i search for "buy a widget", the ad is not getting displayed. (For "buy widget" its ok).

again for the search term "pay in red widget" the ad is not getting dispalyed when i have the keyword "pay to red widget"

so, i'm of the thought that the option of keyword insertion may automatically push the keywords to Exact Match. Can anyone please explain what is happening? this is because of relevance program G has announced?

any guidance would greatly be appreciated.

When you say, "buy widget", are you referring to the phrase match, exact match, or broad match? 'buy a widget' and 'buy widget' aren't the same keywords.

thankU so much, ewhisper. so its not a totally resolved issue. can i safely follow AWA and make most of my keywords as exact match and include all the variations possible (along with articles, verb forms, prepositions).

the final number of all the possible combinations could be scary but!
