The "decline problem" was fixed already, but this is something a bit different. I encourage others to look in their "billing summary" section to verify the below issue...
Here's what I've discovered...
Just like many others I also had temporary billing problems yesterday, but then I had my "authorization" approved yesterday (credit card was accepted, ads are running, everything looks fine).
However, I still see something quite strange in the billing system which leads me to believe that the entire billing system is not fixed yet.
Can anybody else confirm that your "authorization" from yesterday was actually processed in your billing summary today? Look for the invoice and see if it's present in the billing summary today...
Also, can anybody else confirm that normal charges have resumed again today, and that the system is billing their card again at regular intervals without manual intervention?
I'm showing 2 problems still......
1) The billing system has not begun charging me at regular intervals again, and pending charges are racking up way beyond what is normal (this also happened right before the last billing glitch too).
2) I'm also showing that the "authorization" from yesterday is not actually being closed out into the billing summary today (and my account is still adding up 5 days worth of charges in my "pending" total).
My billing summary is acting as if no charges have happened within the past 5 days, even though Adwords support already verified that my card was charged ("authorized") yesterday.
I dont think it's just a normal "reporting delay" in my billing summary either, since pending charges are racking up pretty high without any attempted charges to my credit card. Usually the system charges at frequent intervals, but ever since the billing glitch happened the system has not resumed charging my card again period.
But there are no error messages in my account, and the ads are showing just fine.
Clearly the system is not back to normal, so if others are experiencing this problem then you should report it (so they realize that a problem is still present).
The Adwords support department doen't seem to realize that there is a problem though. If the billing system doesn't resume billing me at regular intervals soon, then the pending charges will grow to really high levels.
Anybody else seeing this problem?

I just logged into my account, and the invoice from yesterday's payment has finally been created (and my pending balance was finally reduced by that same amount).
Though I should report that the system has not yet made any new charges to my card today -- and while the pending balance is still much lower than earlier, it's still high enough that new charges should be made to my card.
But I'll wait another 8-12 hours to see if the system will begin billing my card again at regular intervals each day (I usually get billed a few times per day when all is well, so I'm hoping those billings will begin again sometime today).
If I don't see any new billings to my credit card by tomorrow morning then I'll know that there is a problem still, and I'll send you a sticky mail with my Account ID if that's the case. But I'll be patient and wait until tomorrow morning before I panic. :-)
And I do appreciate your help in this matter.
Does anybody think it's just a bit ironic that one of the reasons cited by Google for entering the payment business via Checkout was its experience and success in handling payments for Adwords and Adsense.
