Can anyone tell me why?

I have a phrase keyword with a broad match in a very competitive niche. There are about four pages of ads for this phrase keyword. It has a high CTR and an average position of 2. Since I choose to show the ad in US only, I can not see it in Canada.

The ad still doesn't show even the term "Search&meta=&gl=us" was used. If I use "Search&meta=10&gl=us", the ad will show in the second position with the previous top ad at the top and the previous #2 ad at the bottom (third position).

Can anyone explain to me what this means? Is my ad at the second or 10th position? If it is the 10th position, why the first and second ads are reappeared at 9th and 11th positions?

Check your stats. What does it say?

Google repeats the ads all over again after they show ALL the advertiser ads.
