one keyword find ad showed in three position

Does phrase mathch and broad match work well?

Today I use one keyword" NP-FS11" search on google.oc.uk and find one company's ad have showed in three different position!
Why would happend that?

Google only approve one company apply one account if sell the same products.
and if the the account has diversificed keywords, but only the "more exact match" would showed.

I don't know how does the google system working.

Could some of the duplicate ads be affiliates of the company? That would be my guess. If you see "affiliate" or "aff" somewhere in the ad, this is probably the case.

what is the mean by "affiliates"?
Does google accept affiliates?
and if to be affiliates that mean can sell the same products by different account or the same account use the same company name?

Affiliates are people who sell products for a company and get paid for it.

Google will accept affiliates, but they have to let everyone know that they're affiliates in the ads they create.

The main company and the affiliate are using separate Adwords accounts. As far as I know, Google doesn't allow multiple accounts.

But if so, how does G know if they are not the same company?
because their ad links to the same website.

That is the same as one company create some accounts,but G does not allow this case.

I'm still puzzled.
