When do impressions count?

If someone searches a keyword of yours and it ranks on page 3 of the search AND that person does not view page 3 does that count as an impression?

Or is it only when some view a page that your ad is actually displayed on?

No, the surfer has to visit the page that the ad is displayed on for it to count as an impression..

What if the advert is at the bottom of the page but the surfer does not scroll down far enough for the advert to be seen?

From a previous discussion some months back that AWA contributed to I believe it's also counted an impression each time a searcher goes to another page if there are only a few of you under that search term.

In other words if there are 3 ads for a particular term and the searcher goes through 10 pages then your ad will appear on each page he looks at and count as an impression.
