Adwords punishing me?

I need advice my account was suspended

I learned how to use Adwords, I played with it (lost money at first) untill I found what worked for me! How can it be my fault when google is 100 percent in control over my account , they show the Adwords when they want. They suspended my account because I was getting more clicks than my daily budget allowed, how can that be my fault?

Who can I write to so they can reopen my account?

Yes, they said it was in the hands of the billing department and they have no phone that I can use to talk to them directly. :(

how many free clicks do you get? Maybe that number is too big. I do get some (small) free clicks from times to times, and I had no problem with them.
