Adwords Down A Bunch Today?

I'm new to adwords and not sure if this is normal

I joined adwords five days ago and I've been adding new campaigns each day. Then yesterday and more so today I've noticed Adwords going down for 15 to 30 minutes several times per day. Is this something that's normal or have the past two days just been the exception? It does get a bit frustrating having this happen several times per day when I'm trying to add new campaigns. Thanks.

Yes, today's outages are a little more frequent than normal. I see them once or twice in a normal week.

I notice outages at least once everyday. It seems to happen at all different times so im not sure why.
