A single KW with CTR over 1% is located at top spot (the only ad for this kW) and is disabled with regardless whether it's a broad match or exact match. Deleted, made a new ad for it and added more negative KWs, doesn't help.
* Make sure you have deleted the keyword every place it occurs in your entire account
* Start a new Ad Group for that keyword alone
* Shop in the first couple of hundred search results for additional negative keywords
* Make sure the keyword is in the Ad Title
* Make sure that the ad is extremely well targetted to the keyword
* Make sure you have written a really excellent ad
PS: the fact that there are no other ads for that keyword may well indicate that no one has had luck getting what is probably a very general word to perform well.
