1. Got to Overture suggestion tool
2. Enter keyword phrase1, then keyword phrase2.
3. Cut and paste the results into Excel
4. Sort by traffic.
5. Create campaign in Adwords.
6. Enter all keywords in list and their permutations.
7. Disable Broad match.
8. Check your log analyser for other keywords and add to Adwords.
9. Monitor positions to ensure top placing.
This is just off the top of my head. What would you do to set up an Adwords campaign and run it? i.e. a step by step approach.
Maybe you would like to include detail such as if you put quotes around the keyword phrases and the like. I think it would make a great thread. So much of this stuff is done haphazardly that it is never optimized. I am speaking for myself here but I'm sure others are in the same boat.

Seriously though, the steps you suggest are one wahy of loking at a task that will be very different for every scenario.
Break your tasks into pre-click and post-click, and then while you transition anything you do you need to put the campaign in intensive care. If something bad is going to happen to your campaign it will happen in the first 24-48 hours, so you need to be able to adopt or adapt, or you'll be dead.
