Owing money to Adwords

and removed from natural listings ?

I recently had a major shock. Adwords intoroduced keyword targetting. I had my daily budgets set to over $100 for each campaign. I was paying about $10 per day but after they introduced keyword targetting I was lumped with a bill for over $1000. I didnt have this money and my credit card company rejected the payment.
I have now lost my regular listings from Google.
I contacted Google help to ask if they were penalizing me for "spamming" in some way. They assured me that my site isnt being penalized.
Is it possible that because I owe google $1000+ that they are punishing me by removing me from their regular listings?
I am trying to get the money to pay this debt off but it doesnt help that i now have no web presence in google.
Has anyone experienced similar problems?

I doubt it too. They have to be impartial, and I doubt Google will do that. They have a lot more to lose than $1000 if they started doing that.
