Daily Budget Or CPC?

To be at the top position (NUMERO UNO) should i have a big££££ daily budget or high keyword CPC?

If i am understanding correctly a higher daily budget means your add is shown more, yes?
I have one major keyword that is clicked all the time and this is the word i want to be number i position on.

Please advise best strategy for this
