Slowed Campaign?

I am new with Google adwords. In seven days I received several of google's emails that my campaign is slowed and to recover to full

"This Ad Group contains keywords that aren't performing well. Some of these underperforming keywords are now restricting how often your ads are showing."

I 'improved' keywords according to their tool! and then again, I noticed that every time after I edit something, keywords or campaign, they always slow me down. This is very annoying. I have already paid 'fine', and it been not a week with Google Adwords. I am not a expert, but some keywords are doing slow, and the other time the same keyword are doing strong!

Has anyone experienced this, and how to get rid of this? Obviously the problem is not in the keywords.. The other thing is money, while I want to start with the careful campaign and see first how it is going at all.

Is Google so mighty, or there are some other good advertising campaign?

Usually keywords are slowed if they exceed 1000 impressions with no clicks. I've had to pay the 'restart' fee once when I first started about a month ago. Since then I've been tweaking my campaigns and haven't had that problem. Back then, my keywords were too general. So that might be your problem. I can't really tell unless you want to give some examples. Read some good books on how to do Adwords. Email me if you need some recommendations.
