to be frank, it is OK for you to generate revenue from google adwords but not ok for them to optimize for revenue as well?
back to being Byron, (hehe) Is this ad on the partner sites or search only? Your ad will go through partner sites with a CPC that high and they will usually let it run because it is filling in ads for partners and generating enough revenue for it to be good for that type of setup.
Generally you got that many impressions for a bargain. Even though thats nearly 400 thats nearly 1 million impressions of an ad on a good network. I've paid 10 times that for that many ads
Bryon, well to be frank yes. I do think it is incorrect for google to optimise its income with UNCLEAR applicacion of there own established and published documentacion (that must be against some laws).

There are no hidden laws. Your paying what you bid per click. Google doesn't have to let your unprofitable to them campaign run, but if it is profitable then they will let it run.
You have to realize that even though your paying per click, if its pennies out of the dollars to push those ads google won't fuss about loosing money to support your poorly performing ads.
0% of any CTR should get you kicked off no matter what keyword it is, i think you should be happy you have some they have ignored.
It costs money to deliver your ads, to support the adwords interface and to push your keyword lists and ads to the millions of impressions they have done for you.
I hardly find that deceptive or illegal and that is being frank as well as common sense.
Google is here to make money just like you are. There is absolute nothing deceptive about its tactics since YOU are the one bidding on the price and keywords that YOU want and it isn't googles fault that they're getting poor results and ctr's.
HOWEVER it isn't dishonest for them to recognize that even though you have a crappy ctr it is still profitable for them to run it because your bid is so hi. You obviously would be receiving income as well or else you should have disabled that campaign to begin with.

What the moderate ranking means is quite straightforward: the keyword is meeting the performance standard as measured on Google alone. However, the word is not doing well on partner sites.

Income doesn't figure into it.
It is simply a yes or no question: does the keyword meet the CTR performance standard, as measured on Google alone, or does it not? If yes, it runs. If no, it is disabled.
