Dialers & Adwords?

I have noticed on adwords terms and conditions that you can't advertise dialers.
However the top 4 adwords for my specific keyword all send the user to a dialer page?

Maybe AdwordsAdvisor can shed some light on it for us?

Has this rule now been relaxed?

I really really doubt it.

I know I put up a popup and the URL got disabled in about two hours.

I think most advertisers who are using dialers only use them for foreign countries so adwords reviewer aren't noticing the dialer redirect.
