Are people using IP's instead of URL on ads

Is this because of Florida.

I just saw some ads that looked normal at first glance but when you look at the URL it has an IP in it instead of a URL. Could people be doing this because they fear that their sites could get hurt in the free results because of florida. I have heard people say they think sites got hit in florida because they had adword ads for that URL. I don't believe this but I wonder if that is what this is.

There are restrictions in how long URLs can be with Adwords - perhaps it was actually one of those really lengthy kw-kw-kw-kw-kw domain names, so the IP address had to be used instead.

<added>It is safe to say there are many Adwords advertisers who are doing just fine after the latest update, if not even better</added>
