Is it allowable to display multiple ads for the same keyword? Either through creating multiple Adwords accounts or through Affiliate Adwords accounts?

This is how some sites have gotten around the one account rule. Your only allowed one account. However, if 10 people at the company all make affiliate accounts with their own credit cards and contact info, then they are different accounts, and each can put up ads to the main business site. If G could prove this is whats happening, they'd probably disallow the accounts, but proving that would be highly difficult, and in the meantime, you could dominate the ad listings.

In one case a company has 8 out of 10 listing for a keyword. 2 or 3 listings seemed questionable but 8 seems like abuse.
