CTR on Google alone vs Overall CTR

Whats the difference between Google CTR & Overall CTR

I was wondering if anyone else had keywords disabled that had a CTR over 1%. Currently I have a keyword that is recieving a CTR of 2.5%, but it keeps getting disabled. I was told that the CTR has to be > than 1% on Google alone, not counting the clicks/impressions on Google partner sites such as AOL. I think I am getting a high CTR on AOL but not so good on Google, but am having a hard time optimizing ads to increase the CTR on Google alone because the only CTR they show me is for both Google & partners. Anyone know how to find out the CTR on Google alone without running an unsyndicated campaign?

You ad's shouldn't be diabled if you have more than a 1% CTR, when they are disabled you always get an email, in the email does it state that your CTR is to low?

Otherwise i would contact the adwords support.

Also i'm not sure if you can see the CTR for specific sites/portals, haven't heard about it, but it never hurts to ask the support that either.
