Getting charged $.09 for only ad?

Why would I be charged $.09 for being the only ad on the keyword. Shouldn't it be $.05? There are no other ads. Aren't they suppose to adjust the price to the lowest price(.05)?

If you are advertising in more than one country/geolocation, you might not see any other ads in your country, but there could be a competing ad for the same keyword(s) in another geolocation that is not advertising to your specific geolocation. ie. if you are in the US and your ad is running in US & UK, there could be a competing ad showing up that is running for the UK only, which means you would not see it in the US. So there might not seem to be a competing ad that you are aware of, but there could actually be a competing ad running, which would result in a higher bid than your minimum.

What is your average position right now? Change the max CPC to $0.05. Check the avg position again. Maybe there is another advertiser with a limited budget and their ads were not being shown when you made a search.

To Jenstar's comments I'd add that it is also an extremely rare thing to truly be the only advertiser on a keyword.

In fact in the 18+ months I've worked with AdWords, I don't think I've ever encountered a single keyword for which there was only one advertiser. One advertiser showing, perhaps - but always with several others waiting in the wings.

As vibgyor79 pointed out, you may well be the only advertiser to show in a particular moment, but 'behind the scenes' there are other advertisers in a queue to show when their daily budget allows for it. And when their ad does show, your CPC and position vary relative to their Max CPC and CTR.
