Adwords "Interest" panel

what does it mean?

In each ad what is the significance of the "Interest" bar? Is there any quantitative significance that can be assumed from its size?

In my case the bar is full and my CTR is c.3%. Others appearing above my ad vary in size down to just 50% full.

Am I able to make an assessment as to their CTR or the amount they are paying per click from this info?

I'm no expert when it comes to adwords but i believe it's a combination of CTR and the number of times the keyword is mentioned in the ad.
