My CTR for content targeting is 0 - no clicks. All other aspects show my CTR from 1% - 5%. But my total or average CTR is now showing at 0%. The CTR for search is 1.4%
Since my ad is still running, is it safe to assume that the content targeting is not considered when trying to stay above the 0.5% minimum CTR?

it is very safe to assume this since it is not.
google only takes google searches into account when calculating acceptable ctr.
