Why are Canadian Fees Higher?

Riddle me this:

Why are US activation (and low ctr reactivation) fees $5US, but Canadian fees are $10 Canadian?

The real rate is: 1.3197

Which means $5US = $6.5985CAN

I demand justice and a refund, otherwise I'm gonna let the beavers loose...

I had a canadian tell me US money was double the value of canadian money, maybe that same guy told google that :D
