If you mean campaigns its even worse:
Theoretically several ads per one keyword ;)
1. Ideally you want the keyword to be highlighted when the ad turns up.
So you cannot stuff the ad with keywords not in the ad text.
2. You might want to differentiate between countries and languages and what ad you present.
Maybe you should go toast..
But unless its very competitive keywords, is there really so much to manage once its set up?
