Cutting and pasting other people's content is infringement (a.k.a. theft), and providing a credit or link to the original sources doesn't change that. If you aren't careful, you could lose your AdSense account and your search listings.
If you are targeting specific sites to pilfer reviews from, this is not a grey area. This is copyright theft and I'm sure the companies involved would take action once they find out about it.
If the #1 site for widgets has a review about the new model of widget and its features... and then I make a blog entry saying "#1 Widget site has a review today on the new model of widgets.. I think these widgets are going to be great and heres why" .. am I a scrapper or even on the border? Please note that I am not copying and pasting the content in this scenario.

Nope, that's not a scraper at all. If you are writing a review, even a review on a review, defintely not.
Actually, that's how many news papers and news sites makes their stories, citing others!
Use your own wording and make your own opinion, don't just reword the whole article or you will be accused.
If you do it that way, that's not even a gray area, is called "fair use".
