No, you are not. It is considered incentive-based traffic which is prohibited.

Traffic exchanges are programs that allow you to "look" at third party web pages, in return third parties "look" at your pages. In fact, they are just opening and reloading each others pages to enlarge the number of page impressions. Just Google "free traffic exchange" and you'll get an idea of what kind of business that is. Your advertisers don't wanne pay for that kind of fake traffic.

But our advertizers pays mostly Per Click, right? And clicks in that case are not fake.
I tried ( more than year ago )something like you explained. Traffic was garbage and I stopped. But I really don't think it is against Google TOS.

many advertisers pay per 1000 impressions. So these impressions are fake and advertisers don't want to pay for that. That, added to Jenstars remark, is why it is against AS TOS.

Maybe not againts the TOS but traffic like that will not help with your Adsense revenue. Could possible causing smart pricing penalty as well.
