From your description I'd say: sure, why not? Do you have any reason to assume it would not be allowed? Does it draw attention to the ads?

Anyway, the only way to be really certain would be to ask G!

Define "above". If it's sitting directly on the AdSense block, then it's very questionable and it also doesn't make any sense.

There is nothing wrong. If you are going to put adsense, you have to put it somewhere.
if it can be under your main menu on top, it can be under "Welcome to MySite".

The TOS states in a nutshell not to draw attention to the ads.
Seems like your phrase would be fine, but you do need to check with them.

As for the wording, you can do much better by including some keywords according to your niche.

This is OK and not OK. The TOS says, do not draw attention to ads. Like many other things, this too draws attention to ads. 'Drawing attention' is too vague a phrase - it can be used against you easily by Google. Will they bother? I have no idea. People have done worse and gotten away - but do you want to take the risk?
