In pracatice however, it seems to be quite different. I think it may have to do with the way google keeps a history of ads clicked and amount earned per channel - and thus /index.html may be less "mature" than / because it gets less impressions. And thus google is able to serve up more successful ads for the more 'mature'/broken in/ url.
Just because they aren't well targeted doesnt mean theyre not better for you (in googles eyes) - its likely they were chosen based on past history and amount earned/clicked etc.
