But does this break the TOS from AdSense program, and could that be enough to get your account canceled?

All you have to do is generate an AlternateURL for the ad sizes you display on your site. Then you simply place your AlternateURL into your AdSense code.

Google themselves provide you the facility to set an alternative ad URL, it's in the settings page.
What I would be careful about it allowing any alternative ads to be served from anyone but my own server. I'd not trust them not to slip in their own ads from time to time...

What this site is basically another ad co, giving you you affiliate URL for their advertisements.
Once you sign up, you insert your affiliate URL in to the 'alternate url' box.
For those familiar with the banner networks, this is the equivalent of serving "defaults". Or the equivalent of inserting your fastclick banner code into the Alternate URL box to serve a fastclick ad instead of a PSA.
Perfectly compliant with the AdSense TOS, but unless you are serving loads of PSAs you're unlikely to make a dime by switching your alt URL... since their min payout is $50.

That'd be 1,000 PSAs
Giving this site a generous assumption of $1/CPM, it'd take 5 million site impressions (ie. 50,000 AltURLs @ 1%) to make that min payout.

I'm not disagreeing, it's one of those Adsense grey areas which needs official clarification and that can only come from Adsense direct.
Personally I haven't seen a PSA on my sites in 12 months therefore I don't feel the necessity for it however I do still like the ingenuity of it:-)

I'd disagree with it being in a grey area... this is one of the very reasons the Alternate URL option is there... to display other ad networks ads or our own advert/notice in place of PSAs.
While it's TOS-compliant, I would agree with the latter of your comments... there is little need for this, as most will never meet the minimum payout since PSAs are pretty much a rarity.
