Is it so difficult for you not to post, if you don't have any information to contribute in a helpful manner? That is the purpose of these forums...if I'm not mistaken.
I have put Adsense on my website and I wonder why I some days do not get any earnings, even though there are clicks (and they are not clicked by me :-).
To answer your question: A PSA is an ad that Google shows when there are no suitable ads to show to a specific visitor at the time. You don't get paid for clicks on PSAs, even though they show in your account statistics.
This is the only reason that I can think of.
