Can google penalize my account for high CTR?
My CTR is about 40 percents cause i placed the largest ads and there is little text on webpage.

Have anyone ever had adsense account banned?
Do they send email confirming this?

Look at Your EPC.

If it's less than the usual for a site with a similar theme, the penalty ist just called smart pricing.

You can expect a email from google for putting up such low text on the webpage. If you do it repeatedly, Google may ban your account.

Checkout the policies of Google Adsense. You cant display ads on a webpage where there is almost no content on the website.
