I have a small one page web tool that gets 5000 hits per day, but the Adsense CTR is less than 1%. Is there any better way than Adsense for making revenue by the number of ad impressions, not clicks?

I'm in the same position as you... 10,000/day but low CTR. However, after getting a bit of advice on how to better position my Google Ads, I've noticed my numbers have doubled in just one day.
You might want to look into Fastclick as they offer CPM payouts. I briefly checked them out, but ultiimately passed because the ads they were rotating were a little on the annoying side for my tastes.

It's possible that users are simply coming to your site to use the tool, not to research ways of spending their money. If that's the case, then maybe the solution is to build a content site with quality articles, annotated links, etc. on topics that your audience is likely to be interested in. That way, users may use the site for more than just the tool, and they'll be exposed to ads when they're in less of a fill-in-the-blanks-and-get-the-data frame of mind.
