Responsive ads vs using CSS to create traditional ad sizes

I had a thought the other day. If ad agencies are still creating ads in 728x90 300x250 etc would it be better to serve ads these sizes rather than using fully responsive? I'm sure they have this covered at AdSense but I'd be interested to know of any experiences.

Something I'm trying at the moment is using media queries to serve traditional sized ads according to screen size. This allows me to target the 728x90 300x250 and 336x280 that apparently get the best returns.

I also wondered if using these ad sizes would speed things up.

Another way I thought of doing this might be to sue fixed size ads and showing or hiding according to screen size - don't think that is against ToS. Might be quicker because there is no to-ing and fro-ing over what size ad to build/serve. Always seemed a bit of an imperfect solution though...
