Anchor ads are like vignette ads, Adsense displays them only when it's believed to be interesting enough, some kind of way to find a good balance between user experience and ads.
This is the theory, in practice, I don't know how it works exactly.
On desktop, my anchor ads are displayed to ~10% of my visitors. Vignette ads are displayed to ~4%. Display ads are displayed at 85%.
I am comparing the "page views", and "impressions" of these different type of ads.
Today, since anchor ads are on desktop, I decided to remove all other ads on my pages and just keep anchor and vignette ads (on both desktop and mobile). So no more display ads. I'll see how it goes.

I had around page 14K views on a particular website yesterday and I only have around 200 ad impressions for desktop anchor ads. I get lots of vignette ads though.

July has been very strange. In my niche, July and August are notoriously bad months, but this July has been the best July in 5 years. Very strange. I hope this bodes well for the coming August through May...assuming COVID doesn't mess up things again.

July and August are typically bad for us too, but it's much stronger than usual (though weaker than June, we see a 30% dip in traffic but nearly the same revenue this time around).

It’s possible. It could impact it positively or negatively. However, I believe the best philosophy is to make your content the best it can be and let the SEO chips fall where they may.

Yes and No.
Yes, any changes no matter how small have the potential to break other things on your page. If your changes broke something relating to the ads then it can have an impact. An example would be changing the style in your CSS from a variable height to a fixed height, and that change would also apply to a parent div of a responsive ads.
No, assuming that you haven't broke anything, it would be very unlikely that small change would impact AdSense revenue. Given the high degree of variability in Adsense revenue it would be even less likely that one would be able to attribute changes in revenue to these minor changes on the page.

For a couple of months, i'm having a CTR of around 3-4% Haven't changed any ad placements for a year which is kind of odd. Do you guys think it's inside the risky range?

I get a few violations a day and deal with them. However, the past week or so they definitely cranked up the sensitivity based on what I'm seeing.

Explain this a little bit more. Are they images that you have stolen from other websites and just happened to credit those websites as the source? Or, are they images from free-to-use websites like Pixabay and Unsplash?
