2. If these are turned off, does that mean there's no need for any GDPR consent banner?

You still need the GDPR consent banner because of Google's first party cookies which are used for spam-control and rate-limiting.
Switching off personalized ads only works for new visitors AFAIK, so it may take some time before the effects are visible, especially if your site has a large percentage of repeat visitors.
