The two do not equate. All websites have the right to control entry to their systems. There's legal precedent in that regard in many countries around the world.

But isn't it indirectly a way of drawing attention to the ads? Which is against the t&c as far as I know.

I don't know about the AdSense TOS - I just think it is not only short sighted, it is plain commercially stupid as I said elsewhere here [with reasons].on a companion topic.

Adsense has nothing to do with access. Read the T&C. That is all about IF the ads are viewed, not if they CAN'T be viewed.
Site owners, of course, have the option to deny access to anyone FOR ANY REASON (geo, colos, spammers, cloud, etc.) and if adsense gets caught in the middle so what? Same with denying adblockers.
Adsense has nothing to do with ACCESS to a website. After all, if the content (and the ads) is not displayed there's no tort under the adsense T&C.

I think @teaandbiscuits was suggesting that you might be breaching Adsense T&Cs by drawing your users' attention to the ads, and perhaps inciting them to click. As Adsense publishers we're supposed to pretend as though the ads don't exist, like they're magic mushrooms that miraculously sprouted on our pages.
On a related note, I received tech advice to change my redirection message from "We rely on clicks/views on ads..." to "We rely on advertising...".

Might not be an AdSense issue, but it could eventually be an EU issue.
Well that's farcical. Going by that, we'd need a pop-up asking the user's permission if we could run a script to determine if they're blocking ads. Won't be happening on my sites.
