I removed some ad placements that according to G were only 3% viewable. All these were footer placements,my overall active view viewable was just over 40%. I figured if I removed the low view placements that my overall view viewable would go up,but no,it is still just over 40%?

Just a thought, could the active view viewable be the percentage of people viewing your site who don't use ad blockers rather than ad placement?

More importantly, is the ad viewable in that half second or whatever metric is being used by g before the user hits back?

Or, on the other hand, is your site compelling enough to engage a visitor?

In reality, your footer ads would never have been seen, thus would never be part of the "40%" in the first place.

That last part is possible I suppose.
